APPOINTMENT OF THE PRINCIPAL IN AFFILIATED COLLEGES

The appointments of Principals of affiliated colleges and Directors of recognized institutes are made as per provisions under Statute 413 (B) (2). These appointments are made subject to the approval of the university

PROCEDURE FOR GRANTING AN APPROVAL TO THE APPOINTMENT OF PRINCIPAL AND DIRECTOR

(a)The drafts of advertisements for the posts of Principals/ Directors are necessary to be sanctioned from the University as per the rules & regulations of the University Grants Commission/ State Government/ University.

(b)As per the provisions of statute, the Hon’ble Vice-Chancellor nominates suitable persons as his nominees for conducting interviews in the affiliated college and recognised institutes.

(c)After receipt of the proposal for approval from the colleges/ Institutes the University scrutinises the proposals & after scrutiny, the same is put up before the Hon’ble Vice-Chancellor for granting necessary approval. 

(d)The letters of approval are communicated to the concern colleges/ Institutes under intimates to the concerned.

APPOINTMENT OF TEACHERS IN AFFILIATED COLLEGES AND RECOGNISED INSTITUTES

As per provisions of Statute under section 415 (1), the appointments of teachers in the affiliated colleges and recognized institutes are made on the recommendations of duly constituted selection committee.

(a)It is mandatory for  the concerned colleges and recognized institutes to get the Roster of the college/ institute verified from the university and  competent authority of the Government. 

(b)After verification of the roster the draft of the advertisement is necessary  to be  sanctioned from the University.

(c)As per the provisions of the statute and orders of the UGC and State Government it is necessary to publish the  advertisement in the  News paper widely through  the University for Centralized publication of the advertisement.

(d)As per guidelines of the UGC & state Government, Selection Committees for conducting the interview are communicated by the university to the concern colleges and recognized institutes. 

(e)After receipt of the proposal for approval from the concern colleges and recognized institutes, the same are scrutinised by the university and put up the proposal for granting approval to the appointment of the concern candidates. 

TEMPORARY APPOINTMENTS OF TEACHERS IN AFFILIATED COLLEGES & RECOGNISED INSTITUTES (As per statute 415-(3) )

In emergent situation if a post of teacher has fallen vacant it is filled in temporarily for a period of one term such appointments are approved as per guidelines of sated government wide letter dated 17/09/2013

INTRODUCTION OF GRIEVANCE COMMITTEE

As per Section 57 of the Maharashtra Universities Act.1994, a Grievances Committee has been constituted by the University authorities. The grievances like dismissal or removal or termination and reduction in rank will not come under the jurisdiction of grievances committee of the University. Such type of cases / grievances come under the jurisdiction of University and College Tribunal.

Constitution of selection committee for Lecturer

(a) JURISDICTION OF GRIEVANCES COMMITTEE.

(1)There shall be a grievances committee in each university to deal with the grievances of teachers and other employees of the university, colleges, institutions and recognized institutions and to hear and settle grievances as far as may be practicable within six months, and the committee shall make a report to the Management Council.

(2) It shall be lawful for the grievances committee to entertain and consider grievances or complaints which are not within the jurisdiction of the Tribunal and report to the Management Council to take such action as it deems fit and the decisions of the Management Council on such reports shall be final.

(3) The Grievances Committee shall consist of the following members :

a. The Pro-Vice-Chancellor, where there is no Pro-Vice-Chancellor, a member of the Management Council nominated by the Management Council-- Chairman; [ 3 ] 

b. 2[Two] members of the Management Council nominated by the Management Council from amongst themselves 3[one of them belonging to the Scheduled Castes or Scheduled Tribes or De- notified Tribes (Vimukta Jatis)/Nomadic Tribes or Other Backward Classes, by rotation]--Members; 

(ba) two members of the Senate nominated by the members of the Senate, from amongst themselves, one of them being the woman representative of the management and one shall be a teacher;-- Members; 

(bb) two members nominated by the members of Academic Council, from amongst themselves, one of them being the principal and one shall be a teacher. 

c. The Registrar --Member-Secretary.
